Amendment X.1

Aegis Initiatives - Cessation of Imprisonment for Non-Capital Crimes & Departmental Deferred Fines
Cessation of Imprisonment for Non-Capitol Crimes
Goal: In order to decrease waste of department resources, namely time and attention of AEGIS personnel and operatives, and allow for reassignment of assets to more mission critical tasks. Having AEGIS personnel standby and guard short term prisoners is a waste of manpower.
Item 1: All short term uses of imprisonment as a punishment or answer to commission of noncapital crimes will be abolished and no longer a usable option. This will not include permanent cryo-incarceration of capital offenders. This will not include short-term detention of a suspect for interrogation or investigation.
Item 2: AEGIS or Command staff will have the alternative to assign community service as appropriate restitution to crimes committed in place of the former option of spending time in the brig. This assignment will be an item of non-compensated community service such as; cleaning deck areas or maintenance, construction or assembly of simple tools, others to be determined. In the event the assigned task involves performing the assigned duties of another department, written permission from that department's head must be obtained, else an alternative punishment must be assigned. For punishments not lasting longer than the shift they are issued in, this requirement may be waived if no staff from the affected department are available to provide permission.
Item 3: The former fine schedule will be retained as a primary sentence for minor crimes, the community service option may be assigned instead if the perpetrator is unable, or unwilling to pay the fine - or at the discretion of the issuing officer with approval from a member of command.

Departmental Deferred Fines
Goal: To allow an alternative payment of fines for crew unable or unwilling to take responsibility. As well as encourage heads of staff to take firmer hand in maintaining discipline of their staff.
Item 1: Fines that a perpetrator is unable, or unwilling to pay may be charged to the perpetrator's department fund, provided a written report is made to that head of department with the bill.
Item 2: Monetary damages for compensation, such as payments to engineering to fix damage, or medical for treatments, may likewise be charged to department in case that the perpetrator is unable or unwilling to pay, with a written report along with the bill.
Item 3: A member of a department shall be excluded from this program, and their offenses ineligible to be charged to department under the following conditions;
- A. A new hire or defrost having served less than two shifts in the department.
- B. An especially egregious offense that would place undue financial burden on the department.
- The escape clause B above requires the employees immediate discharge from that department.
- The escape clause B above requires the employees immediate discharge from that department.
This discharge is to be permanent, if the NEV Northern Light has either returned to telecommunications range with Central Command, or have passed an alteration to the Agreement allowing the NEV Northern Light to independently make such a decision. Until that time, this discharge, by necessity, shall be temporary.
